该来的，终究会来。
在全球新冷战的序幕上，特朗普带领的美国，终于迈出了关键的一步。
北京时间8月14日，特朗普在州德拉姆堡陆军基地正式签署了《2019财年国防授权法案》，涉及资金7160亿美元。
对于美国这项法案，中国只说了四个字：强烈不满！
纵观整个法案，与其说是美国2019年国防战略白皮书，倒不如说是美国对中国开启全新冷战的“宣战书”！
一,史上最大军费投资。
2019年国防授权法，被全球媒体称为：“现代史上对美军的最大投资”。
与2018年相比，美国今年的国防支出增加了160亿美元。在7160亿美元的总金额上，美军有6390亿美元的“基础预算基金”。
什么叫“基础预算基金”？
说简单点，就是平时军费预算。包括研制费用、采购武器以及军人工资。根据基础预算基金，美军将扩军15600人，平均涨薪2.6%，并采购13艘军舰以及77架F-35战斗机。
重点来了，除掉基础预算基金，美军还有690亿美元的“战争资金”。
顾名思义，战争资金就是为军事行动准备的战争预算。690亿美元，足以支撑美国在短时间内打一场高烈度的局部战争。
这说明什么？说明美军已经做好了在2019年发动一场战争的准备！
纵观全球局势，能满足美军动武的地方只有两个：中东伊朗核问题，中国台湾问题。
二.警报拉响，新冷战大网全面铺开
在2019年度国防授权法案中，美国已经把中国列为“头号战略竞争对手”，并通过法律条文的形式，将与中国对抗的模式常态化、法律化、程序化。
法案第1260条规定：
五角大楼关于中国军事和安全发展年度报告，要包含“中国影响美国媒体，文化，商业，学术，政策的行为”。
这一条，突出美国对中国的防范，不再局限于军事问题上，而是包括文化、商业、学术、社会等各个层面。而五角大楼主导该项报告，说明美国打算以“对抗与战争”的眼光去解决问题，这是不择不扣的冷战思维。
法案第1261条规定：
国会宣布与中国长期战略竞争是美国的优先事项，要整合国力。
作为美国政策最高决定机构，国会的这项法案说明，美国未来的重点任务不是发展经济，也不是发展民生，而是与中国进行战略竞争。
怎么竞争？整合国力！
换而言之，美国将倾全国之力，在全球范围内打击中国，全面遏制中国崛起。
法案第1262条规定：
五角大楼要向国会提交中国在南海军事公开报告。
当前美国对华封锁政策是印太战略，而印太战略的核心锋线在南海。未来美国在南海的搅局力度，只大不小。
法案第1263条规定：
五角大楼在180天内，要评估美军在中文等关键语言的专业能力，并提出处理不足的计划。
加强中文学习，说白了就是强化对中国的情报收集与分析，毕竟咱们很多文件和信息只会用中文交流。
在上一次冷战时期，情报阵线，是美苏两国交锋最激烈的战场。从亚洲到欧洲，从中东到西亚，从南美到非洲，每一处热点地区，几乎都能看得见克格勃与CIA的影子。
从以上法案条款中可以看出，美国已经把曾经对付苏联的手段，完完全全复制到中国身上。中国前军方高层将领如此评论到：
从此美国正式开启新冷战时代！
当然，在整个《2019财年国防授权法案》中，台湾是不容忽视的存在。
三.国防授权法踩红线，特朗普引爆台海危机
早在今年5月参议院审核该法案时，就有爆出诸多条款有“支持台独”的内容。
比如要求强化对台军售，派遣美军舰队参与年度“汉光”演习，让台湾参与适当的美军演习，甚至考虑派遣美军医疗船访问台湾。
在之前的文章中笔者就强调过，“汉光”演习不是一般的演习，而是阻止大陆统一台湾的防御演习。说简单点，就是以武拒统的预案。
美国要是参与这个演习，是不是说明美国要帮助台湾共抗大陆？
这不，特朗普刚一签署法案，台湾“外交部长”吴钊燮感激涕零的说到：
感谢特朗普总统，称这体现了白宫和国会两党对台的坚决支持，同时，台湾一定会加大国防投资力度。
不论美国打台湾牌的目的如何，但有一点可以明确：在美国为蔡英文公然站台的支持下，台独势力必然更为嚣张，明年的独立公投很有可能进入实质性阶段！
台军发言人的表态就是一个很明显的例子，他说：军民一心才是敌人最忌惮、害怕的！
在蔡英文当局眼里，金发碧眼的美国佬才是亲人，14亿血脉同承的同胞才是敌人。由此可见，台独势力已经嚣张到极致。
毋庸置疑，美国这项法案严重违反了“一个中国原则”，是公然的挑衅与踩红线。
对此，中国国防部表示：人无信不立，国无信则衰。请注意，这是国防部说的，而不是外交部。国防部是干啥的？专司军队与作战！
以国防部回应美国，说明我们已经丢掉幻想，随时准备应付一切突发情况。只要美军出现在台湾，哪怕是一个兵、一艘船，都是解放军吹响解放台湾的号角！
特朗普或许不知道，自秦汉传承正统以来，中华民族对江山一统有着致死不休的执着。这种执着，已经写入了基因，刻入了骨髓。
其他问题还好谈，但谁要敢拿中国的大一统说事，那就是与整个中华民族为敌！
特朗普既然视14亿中国人为无物，那就别怪咱不客气。
